Fragrance Oils diluted with another oil made from dipropylene glycol (DPG), which has the following benefits: 

• Solubility: Miscible in water and soluble in soap bases and oils
• Odour/Appearance: Low odor, colorless, and viscous liquid.
• Safety: Low toxicity. 

DPG is is a common carrier oil used to cut fragrance oils to make them more effective.
